No. Verley Environmental does not interface, communicate, negotiate, or correspond with any regulatory agency on behalf of clients at any time. Does Verley Environmental offer an In-Compliance Guarantee?

Accepted Answer

No. Verley Environmental cannot guarantee compliance for a variety of reasons, including but not limited to: 
Operational changes which may occur between one of our reviews and a formal regulatory inspection, acts of god which damage plant infrastructure or destroy documentation kept on site, deviation from our written recommendations, changes in regulation following our review, and numerous others.

What types of facilities do you work with?

Domestic Wastewater Treatment Facilities, Industrial Wastewater Systems, Concrete Batch Plants, Stormwater-Regulated facilities, Reuse and Disposal systems, Public Water Systems, and small Utilities. Engagements with mid-sized and large Utilities (serving populations of 10,000 or greater) are considered based on availability and complexity of needed services.

Do you work with Public Water Systems?

We are able to provide most services to Transient & Non-Transient Community Systems (TNCs & NTNCs, respectively) and limited support for community water systems, but are happy to complete a free scope-of-service consultation to see if we can meet your needs.

What does a Verley Environmental advisory assessment look like?

At Verley Environmental, we understand that each system is unique, and that each facility's inspections needs are the same.

We offer anything from simple walk-throughs or document reviews tailored to particular needs, up to comprehensive facility-scale audits. Our comprehensive audits are a structured review of permit conditions, facility records, operational practices, maintenance and inspection logs, physical system observations, and potential compliance gaps or risks with no stone left unturned.

Do you perform engineering design services?

No. Verley Environmental does not provide engineering design or sealed engineering documents. We can refer you to qualified local firms in the event that engineering expertise is needed.

No. Verley Environmental does not provide legal services or legal representation. We can refer you to qualified local firms in the event that legal expertise is needed.

What is an advisory assessment?

Accepted Answer

An advisory assessment simulates the type of review a regulatory inspector may perform. The goal of one of our advisory assessments is to nip non-compliance in the bud, before potential deficiencies snowball out of control.

Will you tell me if my facility is out of compliance?

Accepted Answer

Not exactly. We will at no time explicitly indicate non-compliance with state law, as Verley Environmental is not affiliated with any state agency nor do we hold the legal jurisdiction to dictate non-compliance. Findings are documented clearly, including observed potential deficiencies, compliance risks, and recommended corrective actions, but the decisions on what are and are not in compliance with state rules and regulations fall between facilities and regulators.

Why should I hire a consultant if my facility hasn't received violations?

Preventative reviews catch issues early, reducing the likelihood of enforcement actions, violations, or compliance snowballing in the long run.

What is compliance snowballing?

Accepted Answer

Compliance snowballing is the process by which a facility does not correct a potential deficiency and allows related deficiencies to arise from it — snowballing into more and more complex issues that are harder to recover from.

Will you communicate with FDEP or other agencies for us?

No. Verley Environmental does not communicate with, submit materials to, or represent clients before any regulatory or governmental agency.

In the rare event that Verley Environmental identifies conditions that appear to present an imminent threat to public health & safety, we reserve the right to take appropriate action consistent with applicable law and professional responsibilities.

Why don't you interface with regulators?

This approach ensures that clients retain full responsibility for regulatory communications and compliance decisions while Verley Environmental remains focused on providing objective assessments, practical recommendations, and independent professional guidance.

Can you interpret regulatory requirements?

Accepted Answer

Yes, for internal compliance purposes. In the event that your facility is concerned with the exact requirements of a permit condition or administrative code, we recommend reaching out to your facility's governing agency in writing for explicit interpretation where possible.

Do you inspect Domestic Wastewater Treatment Facilities?

Accepted Answer

Yes. Verley Environmental conducts on-site inspections for our compliance assessments. These assessments are available for facilities with permitted flows at or above 10,000 gpd. Smaller facilities can be considered on a case-by-case basis via a free consultation.

For particularly large facilities (i.e., at or above 3 million gallons per day), we recommend reaching out in advance as far as reasonably possible.

Do you inspect Industrial Wastewater Facilities?

Yes. We conduct on-site inspections to assist in our evaluation of industrial wastewater systems for permit and regulatory compliance, operational practices, and record keeping adequacy.

Do you review Discharge Monitoring Reports or Monthly Operating Reports?

Accepted Answer

Yes. Discharge Monitoring Reports (DMRs) & Monthly Operating Reports (MORs) and their supporting data can be reviewed for consistency, completeness, and potential compliance concerns.

DMR and MOR review is designed around the number of years you need reviewed up to a maximum of five years retroactively from the date review begins. Hand-written documents may be subject to additional charge due to our electronic-transcription processing.

Do you review laboratory and sampling records?

Yes. Sampling logs, lab reports, chain of custody forms, and monitoring documentation can be reviewed as part of your specific compliance assessment package.

Do you perform official Sanitary Surveys?

No. Verley Environmental provides independent Potable Water System reviews. We do not perform any inspections or surveys on behalf of the State of Florida or any other government agencies.

What do I receive after an assessment?

Yes. Reports are confidential and provided solely to the client unless disclosure is required by law.

How much does an assessment cost?

Accepted Answer

Costs vary by facility type, facility complexity, and scope-of-work needed. Our lowest-cost services begin at less than $0.01 per permitted gallon of capacity for flow-based systems, or under $1,000 for non-flow-based systems.

Yes. Many standard compliance reviews can be provided on a fixed-fee basis.

Do you offer any discounts?

Accepted Answer

A 5% referral rebate (up to $100) when a referred client books services with Verley Environmental, and a 10% discount (up to $500) for current Florida Rural Water Association members.

Additionally, we may be able to offer an installment plan depending on the scope of work performed. If you are interested in pay-over-time, please inquire prior to commencement of service.

How quickly can services be scheduled?

Accepted Answer

Most inspections can be scheduled within a few weeks. Inspections scheduled with less than one week's notice may be subject to a short-notice surcharge - any surcharge will be disclosed to you in writing prior to commencement of work.
